Attaining livability and the sustainability of investment in the town calls for appropriate agenda and actions. To this end, the Matsapha municipality strives to “provide excellent municipal services and enhance Matsapha’s status as an ideal place for industrial, business and residential investment through participatory governance”.
Essentially, this is Matsapha’s Mission, taken from the municipality’s mandate received from government through the Ministry of Housing and Urban Development (MHUD).
The town of Matsapha occupies 2236.4 ha, accommodating a day time population of about 35 000 people and 7 608 at night.

The municipality’s determination comes from its desire to be a livable and sustainable investment town. According to National Academy of Sciences, United States of America (2002), livability “refers to the extent to which the attributes of a particular place can, as they interact with one another and with activities in other places, satisfy residents by meeting their economic, social, and cultural needs, promoting their health and well-being, and protecting natural resources and ecosystem functions” and this is essentially what the Matsapha Municipality aims to reach in years to come. Central to this vision is the recognition of Matsapha being the largest investment geographical space in Swaziland.
Growing and sustaining industries in the town is therefore of paramount importance and the municipality is working towards ensuring both livability and sustainability in order to make a significant contribution to the country’s industrialization and development goals.
The following ethics and values are in line with the corporate culture and demands from the mandate that Matsapha Town Council is entrenching in shareholders, directors and staff. The values are:
Matsapha is a town situated in the Manzini region, located near Manzini. It is the largest industrial site of its kind in The Kingdom of Eswatini, housing factories, warehouses and shopping centres. The urban space also houses schools, residential areas, like the Tubungu Estate as well as farms. The setting of the town allows Matsapha to be a liveable area where all human necessities are available within the urban space.
Matsapha Town Council, was declared a Town Council in 2012, governed under the Ministry of Housing and Urban Development. The town has been divided according to 6 wards, some of which are residential and businesses sites. Matsapha Town Council is formed by a local authority with a body of corporate status established by the Urban Government Act, 1969, and is entrusted with the following general duties as articulated in Section 55 of the Urban Government Act:
