The Council

The Municipal Council is the governing body of Matsapha Town Council and provides political leadership, strategic direction and oversight of the municipality. Councillors represent the interests and concerns of the communities they serve and provide an important link between residents, businesses and the municipality. Through Council and its committees, Councillors consider community needs, provide policy direction, set priorities and exercise oversight over the administration and delivery of municipal services.

The Council is responsible for ensuring that the municipality's development and service-delivery priorities are aligned with the needs of the community and the broader vision for Matsapha as a safe, liveable and thriving investment town. Matsapha Town Council has eight Councillors representing six municipal wards, comprising Councillors elected by residents and Councillors appointed at ministerial level in accordance with the applicable legislative framework. At present, Matsapha Town Council is operating under an interim Council appointed by the Minister responsible for Housing and Urban Development.

Key Responsibilities of Council:

  • Providing strategic direction and policy leadership for the sustainable development of Matsapha;
  • Approving the municipality's strategic priorities, plans and programmes;
  • Approving the municipal budget and providing oversight over the allocation and use of public resources;
  • Representing and promoting the interests of residents, businesses and other stakeholders;
  • Considering community concerns, priorities and recommendations in municipal decision-making;
  • Engaging and collaborating with national government, traditional and community structures, businesses, development partners and other stakeholders;
  • Providing oversight of municipal service delivery and institutional performance;
  • Providing oversight over the management and development of municipal assets and resources;
  • Promoting meaningful community participation and stakeholder engagement in municipal affairs;
  • Providing oversight and leadership in relation to the Chief Executive Officer and municipal administration, in accordance with the applicable legislative and governance framework.
