The Corporate Services Department (CSD) derives its mandate from Council’s strategic objective of Institutional Capacity Development, as articulated in the Integrated Development Plan (IDP). Its core responsibility is to provide both strategic and operational corporate support that strengthens governance, ensures compliance, enhances talent management, productivity, organisational development, and ensures effective stakeholder engagement.
The CSD is organised into four specialised units, the Human Resource Management unit, the Public Relations and Stakeholder Engagement unit, the Transport and Security Services as well as the Information and Communication Technology (ICT). Together, these units harness an equipped, empowered, relevant and future-fit labour force, posturing Council for successful municipal delivery

The Human Resources exists to render a comprehensive, integrated human resource and administration function to enhance service delivery and the welfare of all employees.
It is responsible for providing maintaining, supporting and providing ICT for the GCIS. The functions of the directorate are:
The duties of the Transport and Security Unit is to maximize efficiency and profitability by managing the vehicles used by Council and the drivers who operate them. This involves keeping careful records on vehicle use and maintenance, manage driver routes and work schedule, and implement cost-effective measures on purchase and resale of Council fleet. The Unit is also responsible for implementing and oversee Council’s security. This includes developing and implementing security policies, protocols and procedures. Control budgets for security operations and monitor expenses. And, recruit, train and supervise security officers and guards.
This unit is tasked with creating and maintaining a favourable public image for Council by communicating programs, accomplishments and/or points of view to her Stakeholders. The Unit acts as a strategic communication process that builds mutually beneficial relationships between Council and both the Municipality and the nation.
